A beautiful blond boy, David Webb, 22, is declared mentally unstable and sent to an institution for treatment. The young German, who knows little about the American legal system and has no family or friends to protect him, is the victim of a corrupt judge who funnels socially isolated young men into a network of sadists who pay good money to have access to helpless boys. Tomas De Rico loves playing doctor, telling naïve boys like David that the pain and sexual abuse they endure has been ordered by a court for their own good. David, wearing a hospital gown and protective mask, is chained in Tomas’ dungeon. Soon his smooth, young body is exposed – and whipped.
